On May 20, 2026, Cohere announced two strategic Memorandums of Understanding (MOUs) aimed at advancing sovereign AI initiatives in Canada and Spain. These partnerships with Indra Group, an organization focused on defense and advanced digitalization, and Multiverse Computing, a specialist in quantum-inspired AI software, seek to foster collaborative ecosystems that prioritize data security, digital sovereignty, and accessibility.
The partnership with Indra Group operates through IndraMind, an initiative designed to deploy sovereign intelligence for critical asset protection. This collaboration aligns with a bilateral technology framework promoted by the governments of Canada and Spain, which was formally recognized during an institutional visit to Canada attended by King Felipe VI and Carlos Cuerpo, the Minister of Economy, Trade and Business. Within this framework, Cohere will provide its large language models (LLMs), while IndraMind supplies sovereign computing and data management infrastructure. The development plans include creating specialized AI capabilities for official languages including Castilian Spanish, Catalan, Valencian, Basque, and Galician, as well as integrating Cohere's technology into IndraMind’s existing intelligence ecosystem. Furthermore, the collaboration includes initiatives focused on the defense sector to enhance mission planning, data analysis, and interoperability during multinational operations.
Separately, Cohere established an MOU with the Canadian entity of Multiverse Computing to pursue commercial opportunities across Europe and Canada. This partnership aims to leverage each organization's presence in their respective home markets to drive revenue growth and deploy enterprise-grade AI solutions. The collaboration intends to support the strategic and economic priorities of both regions by implementing tangible projects that demonstrate how Canadian and European firms can co-develop sovereign AI technologies. According to Aidan Gomez, CEO of Cohere, these agreements are intended to empower organizations to own their AI systems, allowing for full control over performance and data access across cloud, VPC, on-premises, and air-gapped environments.
