Microsoft has begun revoking licenses for Claude Code, an AI-powered coding tool from Anthropic, forcing thousands of its internal developers to transition to the company's own GitHub Copilot CLI. The move affects the Experiences + Devices team, which manages core products including Windows, Microsoft 365, Outlook, Microsoft Teams, and Surface hardware. Engineers within these groups have been instructed to migrate their workflows to the GitHub Copilot CLI in the coming weeks, with a final cutoff for Claude Code access scheduled for June 30, 2026.
Although the transition was officially framed as a strategic move to standardize on a single agentic command line interface, internal sources indicate that financial considerations are a primary driver. Canceling the third-party licenses allows Microsoft to reduce operating expenses before the new financial year begins in July. Claude Code had been available to Microsoft employees since December 2025, gaining popularity among project managers and designers who were experimenting with coding workflows.
Rajesh Jha, executive vice president of the Experiences + Devices group, stated in an internal memo that the initial pilot program served to benchmark tools within real engineering environments. The company aims to determine which software best supports its internal teams' productivity. Despite its popularity, Claude Code had reportedly undermined the adoption of Microsoft's own GitHub Copilot CLI, a command line interface version of Copilot that functions independently of traditional development environments like Visual Studio Code.
