Emil Michael, the Department of Defense Chief Technology Officer, announced on May 20, 2026, a new strategy to accelerate the procurement process for defense technology vendors. Speaking at the annual SOF Week exposition, Michael emphasized the need for "fast yeses and fast nos" to prevent small businesses from being trapped in multi-year procurement cycles without clear outcomes.
To streamline this, the Pentagon is implementing a "big front door" approach where military services are involved early to test technologies. This methodology mirrors the Army's Transformation in Contact initiative, which evaluates equipment outside of formal programs of record. Michael noted that clear communication, including "hard conversations" when tech does not meet requirements, allows entrepreneurs to either pivot or refine their offerings.
Regarding technology priorities, the Pentagon is mandating interoperability across nearly all future requirements, specifically highlighting the development of drone swarms capable of collaborative autonomy. Melissa Johnson, the Acquisition Executive for Special Operations Command, added that vendors must integrate AI to reduce the cognitive workload of warfighters. She stated that AI-enabled systems should automate mundane tasks so personnel can prioritize complex decision-making in difficult operational environments.
