Javier Miguel Benitez presented a comprehensive Artificial Intelligence regulation proposal to business leaders during the Management Association of the Philippines and KPMG Technology Summit on June 30. Speaking to over 300 delegates at the Shangri-La at the Fort, Benitez emphasized that responsible regulation and national economic competitiveness are complementary objectives rather than opposing forces. He advocated for legislation that supports innovation while proactively mitigating technological risks, framing the proposed law as a strategic asset for the Philippine business landscape.

The proposed "Artificial Intelligence Development and Regulation Act" consolidates 26 individual bills, three resolutions, and a privilege speech into a single substitute bill. This framework establishes a phased Philippine AI Commission under the Department of Information and Communications Technology. Key components include a Bill of Rights for AI users, a regulatory structure requiring specific readiness milestones before the agency exercises its powers, and explicit prohibitions against harmful applications like vote manipulation and AI-generated abuse imagery.
