ElevenLabs is expanding its California presence by creating 173 high-paying roles across research, engineering, and sales functions, while investing millions of dollars in the state. This growth is supported by an incentive from the California Competes Tax Credit (CalCompetes) program, administered by the Governor's Office of Business and Economic Development (GO-Biz). The company currently maintains primary California hubs in San Francisco and Los Angeles to advance its mission in voice and audio AI technology.

The initiative aims to strengthen California’s position as a hub for audio research talent and responsible AI development. ElevenLabs’ technology currently powers several California-based businesses, including Meta's video dubbing in over 70 languages, Square’s voice-activated ordering systems for restaurants, and NVIDIA's multilingual keynote presentations. The company also supports accessibility features for platforms like MasterClass and Chess.com, where grandmasters' voices are utilized to coach millions of players.

In collaboration with the State of California, ElevenLabs will focus on two strategic areas: improving public services and enhancing AI safety. The company plans to work with state officials to increase accessibility for citizens with visual impairments, learning differences, or low literacy, as well as those in linguistically diverse communities. Furthermore, ElevenLabs has joined the Governor's task force dedicated to countering tech-enabled fraud, committing to advance safeguards and research for public protection.

This expansion follows similar investments ElevenLabs has made globally to partner with government agencies. In New York, the company is expanding its operations through the Excelsior Jobs Program. Internationally, the company has established a Memorandum of Understanding with the UK Department for Science, Innovation and Technology to enhance AI security and public service capabilities. Other initiatives include strategic partnerships in Greece for tourism, providing voice infrastructure for the Diia app in Ukraine, and deploying voice agents that handle approximately 5,000 calls per day for employment and benefits hotlines in the Czech Republic.
