Experts highlight chip design as the immediate area for potential impact. India currently contributes nearly 20% of the global semiconductor design talent, and the new policy introduces equity co-investment models to support domestic startups. Stakeholders note that this design-first strategy is crucial for AI, as architecture choices for memory bandwidth and interconnects are central to modern AI hardware performance.
Despite this, the industry maintains a realistic outlook regarding manufacturing. Domestic capabilities are not currently positioned to produce high-end training GPUs on par with Nvidia, and experts anticipate that imports will continue to dominate high-end AI compute for several years. The primary opportunity for India lies in specializing in inference accelerators, edge AI chips for robotics, industrial automation, and healthcare applications, which can be manufactured using mature process nodes.
To achieve long-term success, analysts emphasize that Semicon 2.0 must be complemented by the IndiaAI Mission. While the latter addresses immediate access to compute power, the former aims to secure domestic infrastructure. Industry leaders stress that success will depend on moving beyond financial subsidies toward building a holistic ecosystem that includes advanced packaging, testing, and government procurement to validate local startups. Consistent policy execution and sustained focus on R&D are considered essential to transitioning from design talent to globally competitive AI semiconductor products.
