Karnataka Chief Minister D K Shivakumar held talks in Bengaluru on Thursday with a delegation from Anthropic on a proposed long-term AI partnership across governance, higher education, healthcare, research and the state's startup ecosystem, according to a Chief Minister's Office release. Shivakumar and Minister for Electronics, IT/BT and Home Priyank Kharge met the delegation as part of Karnataka's effort to work with global AI leaders in building the state's artificial intelligence ecosystem.

The discussions centred on applied AI solutions for government and enterprise use cases, with emphasis on responsible adoption, data privacy and data sovereignty. Shivakumar outlined Karnataka's plan for a broader AI ecosystem anchored by a proposed AI University, large-scale skilling initiatives and support for deep-tech innovation. Both sides discussed AI-focused certification programmes, including Claude certification, under the state's NIPUNA skill development initiative to create one of the country's largest pools of AI-certified talent.

The talks covered AI use in healthcare, life sciences and scientific research in collaboration with the Indian Institute of Science. Anthropic expressed interest in supporting AI-driven research and skilling programmes in higher education. Enterprise AI adoption was also discussed, with emphasis on data residency and keeping sovereign government data on servers within the state.

Karnataka reiterated its "government first" policy and proposed securely opening government datasets for AI-powered public solutions. The meeting explored department-wise working groups to identify AI applications across e-governance, the Home Department and other agencies, while stressing safeguards against cyber threats and protection of citizen data and privacy.

Shivakumar sought Anthropic's expertise for reducing fraud in government systems and improving the effectiveness, security and confidentiality of question paper preparation for examinations conducted by government agencies and educational institutions. He also proposed subsidised access to Anthropic's Claude AI platform for higher education institutions such as Visvesvaraya Technological University.

Both sides explored support for Karnataka's startup ecosystem, with Anthropic expressing willingness to engage with the state's more than 20,000 startups, particularly in deep-tech. Potential pilot projects included AI applications in tax collection and public service delivery, along with partnerships with non-governmental organisations and public institutions for broader social benefit.
