Ministry Moves to Mandate Sharing of AI Training Data
- •The Ministry of Science and ICT's amendment requiring government-funded AI training data to be linked to and provided through AI Hub passed a cabinet meeting, to take effect in April 2027
- •Providers may refuse data sharing on grounds of trade secrets, personal information, copyright, or national security, as defined by presidential decree
- •Data1Window now links 88 public and private data platforms, while cumulative AI training datasets from government projects reach 955
The Ministry of Science and ICT said on the 13th that an amendment to expand the acquisition and provision of AI training data built through government projects, and to integrate information on the location of public and private data, passed a cabinet meeting. The amendment targets the Framework Act on Artificial Intelligence and the Framework Act on the Promotion of the Data Industry and Utilization, with the goal of establishing a legal basis for expanding national data linkage and promoting AI training and use.
The amendment to the AI Framework Act requires AI training data built or produced through government projects to be linked to and provided through AI Hub (aihub.or.kr), the national AI training data platform. The aim is to create a national management system that lets universities and small and mid-sized companies, which struggle to secure training data on their own, share it. However, project operators may refuse linkage or provision if a presidentially defined ground applies, such as protecting trade secrets, infringement of personal information or copyright, or national security. The specific criteria and procedures for these exceptions will be detailed during the drafting of the enforcement decree.
The ministry has operated AI Hub since 2018 and, as of the end of 2025, had released 945 AI training datasets built through government projects. Annual construction numbers were 4 in 2017, 7 in 2018, 10 in 2019, 170 in 2020, 190 in 2021, 310 in 2022, 142 in 2023, 70 in 2024, and 42 in 2025. Ten more datasets are under construction in 2026, bringing the cumulative total to 955.
The Data Industry Act amendment expands linkage with Data1Window (data1window.kr), a service that provides location and distribution information for public and private data in one place. Launched in January 2025, Data1Window now connects 88 platforms as of August 2026, including the Public Data Portal run by the Ministry of the Interior and Safety and a financial big data platform run by BC Card, comprising 73 public and 15 private platforms. The minister of science and ICT may request that public institutions and private corporations cooperate in building and operating Data1Window, and public institutions must comply unless there is a special reason not to.
Both amendments will take effect in April 2027, six months after promulgation, and the ministry plans to revise subordinate regulations accordingly. Yeom Yeol, head of the ministry's AI policy office, said, "To strengthen AI competitiveness, securing high-quality AI training data and building a foundation where citizens can easily find and use the data they need are both important. Through this amendment, we will strengthen the national AI data foundation and support the growth of the AI industry."
