Malta has become the first nation to offer its citizens and residents free access to ChatGPT Plus for one year. This initiative, titled “AI for All,” was launched in May 2026 as a partnership between the Maltese government and OpenAI. Access is contingent on the completion of an AI literacy course developed by the University of Malta. The curriculum covers foundational AI knowledge, including its capabilities, operational boundaries, and guidelines for responsible use in domestic and professional settings. The Malta Digital Innovation Authority is tasked with overseeing distribution to eligible participants, including Maltese citizens residing abroad.

The program targets Malta's population of approximately 540,000. While the specific financial terms of the agreement remain undisclosed, the retail value of providing 12 months of ChatGPT Plus—which typically costs $20 per month—to the entire population is estimated at roughly $130 million. Both parties have not provided independent confirmation regarding the financial structure or the extent of any subsidies. Silvio Schembri, Malta’s Minister for Economy, Enterprise and Strategic Projects, stated that the program aims to translate AI from an abstract concept into practical assistance for workers, families, and students. George Osborne, head of OpenAI for Countries, framed the initiative as treating artificial intelligence as a national utility.

This partnership represents a strategic shift for OpenAI toward securing national-scale adoption as growth in mature consumer markets begins to saturate. By requiring educational completion as a prerequisite, the model seeks to address both the adoption gap and risks associated with misuse.
